The heating situation for the MCC right from road to the throne is one of the pressurizing situations for all and is one of the most concerned subjects for many people about its future. Whatever be the outcome, it’s quite obvious that every foreign aid and its credibility will be brainstormed before its implementation. This circumstance also has raised question for the previous aid and its utilization and its outcome. This disputes also implies that every future aid needs to be revised more precisely before making it to the ground. As a technical person I can assert the fact that every aid have such terms and conditions and I am affirmative that this brainstorming has contributed for bright future because from now every donor would think twice before imposing weighty terms and conditions. My Late grandfather used to say “ if you think that you can bring intense change by extending your hand for money to others, its always important to understand why that person is ready to give you the money, you need to understand “you have something strong within you so he is ready to invest in you” so start to think in a way, if other have faith on you and can trust you than why can’t you start to trust yourself and start to be independent and bring the change with your vision and hard work, No one in the world have become astute and popular by expecting from other people, you should trust your potential and work in collaboration rather than expectation, only then you can bring positive change to yourself, to your family, to your community and ultimately to your country and the world”. I think his word are very true, if our political parties are much committed for the development, would take their oath seriously and work for anti-corruption approach, involve private sector and influencer in development process than I think we need minimum foreign aid. Directing foreign aid for some mega project is the only key for counties development else accepting any type of grants and that too with terms and conditions is not at all beneficial. Every organization have Corporate Social Responsibility budget, in the same way it’s a type of CSR from rich country to the under developed or developing country but if that have strong terms and condition, how that gone be a CSR.
Ongoing situation and discussion about the international aid and its credibility is definitely having some measures and have increased the need of intense brainstorming to supervise and systemize their way of implementation. I think, we have many ministries for tremendous activities but this time we need to have one more department to take access where every such grants are going and need to be supervised for their credibility and map their real impact in the real time arena. Its not bad to take such aid from anyone but if the aid comes with condition, I think we need to take care and access those right through our cerebrum to conform its impact and future perspective. MCC is not the sole project that need to be revised and seen with knee interest but every project that are received as a grant need to be accessed and need to be converted smartly for our people. They claim it as from their people to us so if we can take it positively and make some basic ground rules for accepting such, I think there is no harsh in taking such grants. Haphazard projects, unplanned implementation and no proper supervision from our government is not going to take us far in development. I am also somehow associated with many INGOS and have seen their vision and ways of work but I am not much satisfied with the approach taken by them and weak approach from our government is the main reason for the situation. Nepal absolutely need such grants but until and unless we provide them the framework, I don’t think it gone bring big impact to the society. Its something like, if someone want to help your family and if your main need is food for the moment and someone have a clear vision to give a cloth to your family, I do not think the principle matched but you accept it because at least you are getting something. If our government want absolute development than we must have a clear vision and must say that we need food at the moment not the cloth, you may come up with it later on and we shall provide the detailing about cloths needs but for the moment work in food. Clear anticipation needs to be projected with the proper measures to scale its effectiveness. Providing pizza for some days in the name of solving food problem is also not a way to solve the problem.
Let me be more specific about the problem and its possible implementation. There are tremendous donor agencies working for us and firstly we need to be thankful for them because at least they brought some help for us but our government needs to be clear about its implementation. If some donor agencies wants to work in road network, our government need to forward the proposal, if your vision is to enrich the road network than its ok but at the moment we want our Mahindra Rajmarga to be fully Strengthened not the small village roads, Lets provide them the real Scenario and our actual needs than just to work haphazardly. If we can have a system where we priories the national key projects and make a strong appeal to help in that and turn it prompt into action and supervise the grant and its sub ordinates properly than I do not think there is harsh to bring every thing in system. Before making such appeal we also need to be precise about real time budget estimation and supervision, accessing the local materials and local manpower for the implementation. If we can bring the majors such projects and list it and ask to work in those projects only than only, we can have a prompt advantages out of it else getting aid from those would not have sustainable solution to the country.
Mcc and all the grants Nepal received need to be evaluated, monitored and make it to be public so that people would track its effectiveness and efficiency and its merits and demerits to the society. Proper utilization of such grants can help us tremendously but before that we need to have at least smart procedure to implement it, smart tools to analyze its effectiveness and smart team to make it more viable in our country. Gujrat model is one of the examples in which we can see the important of foreign aid and its impact that can make for the concrete development but more than anything, right person at right place and wise personality with strong vision is what we need more than anything. Delhi’s development can be taken as a best example as where the work in education and health is impeccable so proper planning is what we need more than anything, if we are not able to channelize those resources than I do not think that getting foreign aid can transform our living and stander. Its us who need to determine what we are in need of and need to divert the resources accordingly because its seen that there hasn’t been big impact so far from such aids. 
All in all, such aid only would be beneficial if we get some change from it, if we get some resources from it, if we get good expose and learning from it, if we get employment opportunities from it, if we get the chance to scale it and make it viable and run for long run, if we get chance to utilize and optimize our local resources, if we can reinforce our local manpower, if we can utilize every penny of it, if it can bring development pace in the country else I do not think any grants would be beneficial for us. I strongly agree that we need to make some ground rules for such grants and must have strong inhouse team to audit it, make strong use of every donation and divert it in the real problem. For me not just MCC but every such grants need to be revised and proper channel need to be created to track the real progress and impact from such grants and I think this also provide good accreditation to the grants and everyone would be really happy and thankful for the same and this is the same thing donor wants from us. Their real accreditation and thanks from everyone’s heart for really helping Nepal to prosper.
